For many ethics and compliance teams, code of conduct training raises a familiar design challenge: how many knowledge checks are enough, and how many are too many? Put another way, “What is each assessment meant to accomplish?”
A 30-minute training course with 22 activities may be exactly right, or it may be far too much. The answer depends on whether those activities are purposeful, varied, well-designed, and useful after the course ends. Assessments should never exist simply to prove that training happened. They should help employees learn, help compliance teams measure understanding, and help the organization decide what to reinforce next.
Start with the purpose of the assessment
Assessments in code training generally serve two core purposes.
First, they help bring the learner along. As a course moves from one topic to another, a well-placed knowledge check can confirm whether employees understood the prior concept before asking them to apply the next one. This matters in code of conduct training because topics often build on one another. Employees may need to understand the company’s expectations before they can make a sound judgment about conflicts of interest, gifts and entertainment, retaliation, reporting obligations, or respectful workplace conduct.
Second, assessments help determine whether learners are developing command of the material. That is a higher bar than recognition or recall. Strong assessments do more than ask employees to repeat what they just saw on the previous screen. They help reveal whether an employee can apply the guidance to a realistic situation.
That distinction should shape the design. If the goal is to check basic comprehension, a short quiz may work. If the goal is to understand whether employees can identify a risk and choose the right next step, a scenario-based activity is usually stronger.
Scenario-based assessments can carry the learning
Some of the most effective training is assessment-driven from the start. Rather than treating quizzes as interruptions, the course can use realistic scenarios as the primary learning method.
For example, a conflicts of interest course might take the five most common conflicts questions raised inside the organization over the past two years, turn them into short fact patterns, and ask employees to choose the right course of action. Each response can then reinforce the underlying principle, explain the company’s expectations, and point employees toward the right resource or disclosure process.
In that type of design, a 30-minute course could include frequent assessments without feeling overloaded. This approach works especially well when the audience already has some baseline familiarity with the topic. Instead of spending most of the course restating policy language, the training gives employees practice applying the policy in situations they may actually encounter.
The key is realism. Generic hypotheticals often feel like compliance theater. Fact patterns rooted in the organization’s real risk profile, recent inquiries, reporting trends, or business model are more likely to hold attention and produce useful insight.
Avoid assessments that do not measure anything useful
Employees can tell when a quiz exists because someone thought there should be a quiz every few screens. They can also tell when the question is too obvious, too technical, or disconnected from the work they actually do. When that happens, the training loses credibility.
Before adding a knowledge check, compliance teams should ask three questions:
- Why are we assessing at this point in the course?
- Does this activity measure the thing we actually want to measure?
- Will the data help us make a better decision after the course?
If the answer is no, the assessment should be reconsidered. A knowledge check that does not support learning, produce meaningful data, or guide follow-up is adding friction, not rigor. Employees are more likely to engage with training when it feels intentional. They are more likely to disengage when the course appears to be checking a box.
Vary the format to meet different learners
Effective training design also accounts for the fact that employees do not all learn the same way.
A course that relies entirely on one format, such as multiple-choice recall questions, may miss opportunities to reach different learners or test different kinds of understanding. Scenario questions, decision trees, short reflection prompts, matching activities, branching exercises, and role-specific examples can each serve a different purpose.
If employees need to recognize a red flag, a short scenario may be enough. If they need to understand escalation pathways, a branching activity may work better. If they need to distinguish between similar concepts, a comparison or sorting activity may be useful. If the organization needs insight into which answer employees are most likely to choose incorrectly, the assessment should be designed to capture that pattern clearly.
This requires compliance teams to understand their audience. Different regions, functions, roles, and risk exposures may call for different examples or levels of complexity. A finance employee, a sales leader, a procurement manager, and a frontline supervisor may all need code training, but they may not need the same experience in every module.
Treat assessment data as a planning tool
The value of an assessment does not end when an employee completes the course. In many ways, that is where its value begins.
Compliance teams should understand what their learning management system can actually capture. Useful data may include how long learners took to answer a question, how many attempts they needed, which incorrect answers were most commonly selected, and whether certain groups struggled with particular topics. That information can reveal patterns that completion rates cannot.
If employees in a specific region frequently choose the wrong answer on a gifts and entertainment scenario, that may signal a need for localized guidance. If managers struggle with retaliation questions, that may point to the need for targeted communications or manager-specific reinforcement. If employees eventually answer correctly but require multiple attempts, the topic may need clearer explanation, better examples, or additional resources.
The goal is not to punish employees for wrong answers. The goal is to understand where the organization needs to communicate more clearly.
Connect training to year-round engagement
Code of conduct training should not be treated as a once-a-year event that ends when the completion report is filed. Adult learning research continues to reinforce what E&C professionals see in practice: people need repeated exposure to important messages before those messages consistently shape behavior.
If the data shows that employees struggled with conflicts disclosures, the next step might be a short communication campaign, a manager discussion guide, or a refreshed intranet resource. If employees misunderstood reporting channels, the compliance team may need to revisit how those channels are described across the organization. If a particular business unit struggled with a specific scenario, targeted follow-up may be more effective than broad reminders to the entire workforce.
Training should be one part of a broader employee engagement plan. The strongest programs use training to identify what employees understand, what they are unsure about, and where the compliance team needs to show up next.
The real measure is intentionality
There is no universal number of assessments that makes code training effective. A course with three well-designed scenarios may outperform a course with 20 weak quizzes. Another course may rely on frequent scenario-based decisions and work beautifully because every activity has a clear purpose.
An assessment belongs in the course when it helps the learner move forward, measures something the compliance team needs to understand, and produces data the organization can use. It should feel connected to the topic, relevant to the employee’s role, and useful beyond the moment of completion.
When assessments meet that standard, the number matters less. The training becomes more than an annual requirement. It becomes a source of insight, reinforcement, and better decision-making across the ethics and compliance program.
